CDBG 51st Program Year Public Service Agency Application

​

The Village of Hempstead Community Development Agency, is currently assisting the following Public Service Agencies through the Community Development Block Grant 51st Program Year:

Ongoing partnerships and coordination with our public services for CDBG awards.

The Village of Hempstead CDA in partnership with CDLI provides critical repair assistance to financially constrained homeowners, enabling them to build and retain equity while contributing to the stabilization and renewal of the community. Funding will be used to support critical repairs, including health and safety improvements, correction of code violations, accessibility modifications, environmental remediation, and other repairs determined by CDLI as necessary to extend the useful life of the home and allow the homeowner to remain safely in their residence. The maximum amount that can be invested in a property is $40,000. The Village of Hempstead CDA partners with the Nassau County Office of Community Development to offer up to 40,000.00 in home repairs, energy conservation, remediation of code violations and to make handicap accommodations for homes in the Village of Hempstead. This program is for income eligible Village of Hempstead homeowners. Funding is available only to homeowners who have lived in their homes to be improved for a minimum of one (1) year who meet income guidelines and are current in the payment of Nassau County and Village of Hempstead taxes. The Village of Hempstead CDA provides a reimbursement grant that covers half the cost of a new sign and/or awning for up to $5,000.00 per Village of Hempstead business. The program encourages business owners to renovate or spruce-up their storefronts, attract new businesses, strengthen existing signs and awnings, and create a more walkable business environment. All businesses interested in applying to the Sign and Awning Program can contact the Village of Hempstead CDA at 516-485-5737 ext. 226 or visit the CDA website https://www.villageofhempsteadcda.org/programs-signage . Applications will be accepted until all program funds are exhausted.

In 2025 a home owner was selected for the program. the Village of Hempstead CDA partnered with Long Island Housing Partnership (LIHP) to announce the lottery applications for one (1) newly renovated home in the Village of Hempstead located at 40 Byrd Street, Hempstead NY 11550. One 3-Bedroom, 1-Bathroom unit was available to households with income that does not exceed 80% of the Nassau/Suffolk area median income (AMI) as determined by HUD and adjusted for household size. The application period is currently CLOSED.

The Village of Hempstead with the collaboration of the Village of Hempstead CDA, Steering Committee composed of local Village residents, and submitted the DRI application on October 18, 2024. Governor Kathy Hochul announced in March 2025 that Hempstead will receive $10 million in funding as the Long Island winner of the eighth round of the Downtown Revitalization Initiative Hempstead’s Main Street is the social, retail and civic heart of the community, serving as a key destination for the Village, Town and County. Its strategic location offers walkable access to essential transit services, commercial corridors and cultural institutions, including restaurants, Denton Green and the Nassau County African American Museum. Signature buildings with distinctive facades line the street, adding to its character and enhancing its unique visual identity. With a vibrant mix of arts, culture and retail, Hempstead seeks to transform its Main Street into a thriving hub of activity, community and commerce. Specific community goals include creating a broad mix of housing opportunities, increasing business and service offerings, enhancing cultural arts and fostering recreation and entertainment. 

The Downtown overlay zone (DOZ) provides an expedited and coordinated review of development proposals prior to formal submission to the Inc. Village of Hempstead Planning Board. The DOZ Site Plan Review process includes two pre-submission conferences to assist the applicant with Site Plan/Subdivision approval process before submission of the full application to the Planning Board. working with several developers

The Brownfield Opportunity Area (BOA) Program provides communities grant funding and technical assistance to develop area-wide, community-based plans to effectively redevelop brownfields and other vacant and abandoned sites, transforming them into catalytic properties that facilitate community investment and improvement. The Incorporated Village of Hempstead Community Development Agency (CDA) is the lead project sponsor. The CDA’s ongoing efforts to transform vacant properties and improve business conditions within the downtown, along with work coordinating various government and community stakeholders makes the CDA uniquely qualified to successfully implement the BOA Program within the Village of Hempstead. The CDA has been a vital partner in the creation of affordable housing, business development, workforce development, and the redevelopment of commercial spaces. This work has been recognized with awards from Nassau County and the State of New York.

The Village of Hempstead has been actively involved in tree planting and care initiatives, including Arbor Day celebrations and school tree planting projects, as part of their efforts to enhance the local environment and has been recognized as a Tree City USA by the Arbor Day Foundation since 2023.

The Restore New York Communities Initiative (“Restore NY”) provides municipalities with financial assistance for the revitalization of commercial and residential properties. The program encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures.
